"Leaking" = any low number of uncontroled radioactive atoms coming out - no
matter how few.
The underlying Avogadro's number can be of great value for some folks - as
often opposed to
risk relevant information of no sensational value.
Perhaps the use of the word "leaking" could be broadened to include people
moving around, transportation of goods and so on - example: "7 000 000
millibecquerel (unit used by Bertell if I recall correctly - probably sounds
like bacilla in some ears) of radioactivity leaked into California as
congressman X passed the state border..."
