I have a question for you folks...

To make the answer as easy as possible, I'll make the
scenario somewhat far-fetched.

A patient goes for a radiologic exam in a private
radiology office in the United States.  The patient
was accidently overdosed with X-rays.  After the
procedure, the radiologic technician tells the patient
that she was overdosed with X-rays, but that he does
not want to report the incident for fear of reprimand.
 You can assume that the radiology office will side
with their technician pertaining any disputes.

To whom can the patient report the incident?  Why
would anyone believe her?
