I agree with your assessment.  When all else fails,
deadly force is the only option.

However, I again ask how were the helicopters
detected?  Radar can see approaching objects miles
way.  If you are relying of vision, all of these
scenarios are moot.  Particularly if the weather is
bad or it is night.
