Here is the "restriction" -- An Advisory Notice which is part of 
Emergency Air Traffic Rules updated on 28 OCT 2004.  All are welcome to 
their understanding. This is an Advisory which makes suggestions -- 
i.e., be reasonable; don't go circle a dam or an NPP at 1500 ft for 30 
minutes or practice air work maneuvers right over one of these 
facilities. But there is no Control Zone, no Prohibited Airspace,  no 
Restricted Airspace of some spcified radius, up to some certain 
altitude, with certain effective hours. Strongly advised .... Should not 
.... Air traffic controllers are also reasonable people -- if one wants 
to sightsee, one merely talks with the appropriate controller to tell 
them what you wish to do. They don't scramble a pair of F-16s  or 
live-fire shoulder fired missiles for spur of the moment practice.
