The RNEP looks like another one of those hopeless projects
that the Congress loves to squander taxpayers money on.
The RNEP is a dumb idea - not because it wouldn't be a
useful weapon, but because it won't work!
For designing weapons, sound physics is
preferable to wishful thinking.
