Yes, they were just kidding when they wrote the Tenth Amendment, and the
state constitutions were written only to employ printers.  There is no
Constitutional authority to even establish OSHA.  But that truth has no
practical value, since most of those who are sworn to protect and defend
the Constituion view their sacred oaths as a few trivial and easily
forgotten words.

The supremacy clause legitimately applies only to the specifically
enumerated powers and any other specific powers that are added by amendment
or treaty.  Not that it matters, but it is all clearly explained, in
detail, in the Federalist and anti-Federalist papers.
