Research Incubators

We are in the process of building a research park with incubator
space.  We are trying to understand how other large universities
are handling these facilities.  Specifically, do you hold a general
license for the research park or do you require each individual
group to obtain a license?  How is wate handled?  What rights does
the park have to intercede when there is an environmental or
significant health hazard?

Any input will be greatly appreciated.
