David, what kind of work were those folks engaged in?  Supposing there
_were_ a 'shielding effect' imposed by the fingers (note, I'm
eschewing opinion) wouldn't readings depends on which side of the finger
the *source* was on???
    Aren't you going to make the NRC support that violation with some
data?  Gosh, I wish I could give you an opinion, since I'm on the 
Utah Board of Rad Control..... sigh.  Anyway, hope you'll allow me
