Radiation Site Cleanup Regulations
AGENCY: Environmental Protection Agency.
ACTION: Advance notice of proposed rulemaking.

SUMMARY: The U.S. Environmental Protection Agency (EPA) is developingregulations  
that will set forth requirements for cleanup levelsfor sites contaminated with  
radionuclides. These regulationswill be designed to protect human health and the  
environmentfrom exposure to ionizing radiation, and will be applicableto sites  
contaminated with radioactive material subject to theAtomic Energy Act (AEA) and to  
sites covered under the authorityof the Comprehensive Environmental Response,  
Compensation andLiability Act (i.e., Superfund sites), including but not limitedto  
Federal facilities.
   The purpose of this action is to solicit general comments,information and data  
that are applicable to the broad issuesidentified in the Supplementary Information  
section and whichwill shape the overall scope and direction of this rulemaking.In  
addition to this early request for input, EPA will announceadditional opportunities  
for public participation as this rulemakingprogresses.   In a separate rulemaking,  
EPA will also develop regulationsfor the management and disposal of radioactive  
waste generatedduring site remediation and will explore the feasibility ofrecycling  
or reusing site structures, equipment, and metalsafter cleanup. Comments on waste  
management and recycle/reuseissues are also being solicited at this time. However,  
it isimportant to note that the current rulemaking effort focuseson development of  
the radiation site cleanup regulations.
DATES: Comments and information are requested on or before December20, 1993.
