New Upload -- Comply15

[mandel (Hector Mandel)]

Patrick D. Beyer has uploaded the current version of the comply code along
with a users guide.  It is in pub/radiation/files/applications directory
on romulus.ehs.uiuc.edu (128.174.74.24), available for anon FTP now.  The
file names are comply15.zip and userguid.zip.
