Considering the entire regulation may be meaningless,  the interpretation
of the reference to "NUCLIDES" and boiling points may be justifiable.
The regulation does require you to treat all nuclides with b.p. <= 100 C
as gases (see EPA 520/1-89-002, worksheet B, item 5).

I have called the EPA regional office regarding this, and as yet received
no interpretation.  The rule does say "nuclide" not chemical or compound.
