We have a Packard 1900CA and are thrilled with it.  I don't know how they
compare now, but we much preferred the features of the Packard to the Beckman
equivalent when we bought ours ca. 4 yrs. ago.  The service has also been
outstanding (on a service contract), and we have had few problems with it. 
It is also upgradable, so that new features can be easily added.  The best
features of all the new machines are the spectral analysis, which allows you
to iddntify unknowns and to do complex multi-isotope analysis, and the
computerized data handling capabilities, which can tremendously simplify
number crunching.
