NRC fees

I just came across some literature today that said that on Feb 23, 1994 
the NRC presented it's review of the 100% fee recovery policy, etc to 
both the Speaker of the House and the President of the Senate.  Among 
other things it said "the Commission is taking the following actions to 
improve the fairness and equity of its fee policies including reinstating 
the exemption for nonprofit educational institutions from fee payments".  
Has anyone heard anything definitive about this?  For budgeting purposes 
it would be useful to know sooner than later.
