this may not help but here's what we do at UIUC.... 
 
since our license allows 5 Ci of H-3 / 1 Ci of C-14 / 1 Ci all other 
isotopes to be released each year; we not only encourage, we insist labs 
dispose of aqueous asap.  we discourage holding for decay all but the 
"hottest" batches of I-125/I-131 (rarely necessary).  we do require labs 
to meet sewer MPC at the lab sink, that way, by the time the sink 
effluent joins up with the rest of the university's effluent (>3,000,000 
gallons daily) the concentration of isotopes actually entering the 
sanitary sewer system is well below the MPC... in fact, it would be 
difficult to detect! 
 
of course you will always have difficulties in convincing those who do 
not wish to be convinced that sewer disposal is "safe".... ;-)
