          I think you are misinturpeting my test proposal.  A reduced
          pressure test exposes the container to a reduced external
          pressure while keeping the internal pressure at atmospheric
          (if the container is going to pass anyway).  If you reverse
          the setup and leave the outside of the container atmospheric
          and increase the internal pressure you would have the same
          forces acting on the drum as in the first scenario.  If you
          used a small automobile tire stem you could use it to
          pressurize the container and use it to check for any
          pressure drop.
