Thanks Sue!!  My sentimdnts exactly!!  I was too outraged to even reply!!

Petty bureaucrats!!!  Only black and white laws so there is never a need to 
think nor a question of whether or not to fine!!

We effectively have the same problem with DOE!!

They talk "graded approach" and their regs talk SHALL and SHOULD - but when 
it comes to audit time it is an audit to FULL implimentation and "all sins 
are equal" whether it is a "violation" of a should or a shall!
 
I don't see it EVER getting and better!
