New NRC Reg Guide for patient release

Dale,

Your comments on documentation of patient instruction are well taken.
However, please keep in mind that, with the DOE blowup on informed
consent, I don't see the NRC backing down on this UNLESS the AMA, SNM
HPS, etc...force them to do otherwise.  How do you "prove" you provided 
adequate instruction? For that matter, how do you "prove" patients follow 
them? 

Also, one must realize that not all therapy procedures are carried out
in major medical institutions.  The quality of radiation safety (I'll
not comment on medical practice) is highly variable out there.  Good
information is NOT being provided in many cases (the medical profession
never had a steller record of self regulation) and "members of the public
are being exposured to radiation".  So what does that leave?  The rules have 
to cover everyone, not just the people who know what they are doing.

Anyway, get your comments in to the NRC (and, for you, Illinois).  Heck,
send them to your local congressman.  

Personally, I don't have a big problem with providing "standard" written
instructions for out-patients.  The documentation part seems a bit silly.
