You are right -- it is a "Revigator"; Paul Frame at ORISE is one of the 
world's leading authorities on these.  Or, you can see a picture of one 
and get some additional information re the amount of Ra in the water from 
the book "Radioactivity in the Environment", pp. 13-14.
