If you do find a lobbyist to take on such a challenge, even if that person 
does educate the entire legislature over a period of years, there is still 
a tremendous gap of understanding in the general public, who will in turn 
hire lobbyist to counter what yours is trying to accomplish...How about a 
door to door kind of gap closing program...Find out where the trouble makers
and Chicken Little(s) are lurking...undermine their territory, confront them 
at their homes and their gatherings, hit all the average "Joe and Jolene" 
organizations over many communities, begin to invite opponents, after all 
the ace 
in the hole is the benifits to our quality of life nuclides make possible... 
THEN hit the legislature...
