   The ACURI (Appalachian Compact Users of Radioactive Isotopes)
Association is a group for DE, MD, PA and WV generators, which had its
fifth annual meeting last Thursday and Friday.  Its action plan for 1994
includes these four (out of 14) items:

     o continue proactive relationships with regulators, influential leaders
       and decision makers;
     o meet with print & non-print media . . . in designated media markets;
     o organize and implement speakers bureaus; and
     o develop a series of fact sheets and briefing papers.

   The approach is less one of lobbying, more one of education and
championing.  ACURI seems to have established itself, early on, as a
creditable resource to which regulators, legislators, and the media turn
for information.  As Pennsylvania nears identifying three communities as
potential hosts for this compact's LLR waste facility, they seem well
positioned to help balance the hysteria and misinformation that is sure to
see publicity.

   ACURI's annual report is a useful source of information on what this
sort of group can accomplish.  Contact:

Penn State's Nuclear Engineering Department, College of Engineering, is
contracted by ACURI for services and support staff.

   There are, of course, other users' groups.  Perhaps someone
knowledgeable about the activities of CALRAD, MICHRAD, NELRAD, NYSLLWG or
ORMUG will offer their perspective.
