We had to certify we had the 750 kilobucks for decommissioning, in case the
state legislature decided to turn the whole University into a theme park and
move us out of town. We did it by having the Vice President for Administration
and Finance sign a letter verifying that the check is good. Then we had to send
another letter showing the NRC the University Regs that give this VP the
authority to balance the University's checkbook and spend this kind of money.

I know you probably wanted to hear from another Colorado school, instead of one
of us NRC regulatees, but that's how we did it here at Wyoming.
