Jim,

Radiation safety operations at our institution are recharged to the
users.  The cost of the program at our institution is nearly 
$50,000 per person rem received.  I can't say how many person rems
our program saves, but I don't think it could greatly exceed the
number received.  Just one analysis of the type you requested.
