While I agree a fluence rate of 5 E+8 will not generate "appreciable" 
radioactivity, checking samples with a survey meter when they are  
removed from the reactor is nonetheless a prudent procedure.  Pedagogically, 
your students will also develop good safety habits.

If, however, the inspector is suggesting you quantify the activity 
and inventory your activation isotopes, then the inspector is wrong.
Your reactor license specifically allows you to generate any isotope, 
in any quantity, so long as it stays in the restricted area of the 
reactor.
