A number of years ago I too became concerned over the possibility of 
x-ray generation from high voltage power lines, and the possible 
biological and environmental consequences from such exposure.  After 
discussion with the folks at Battelle PNL who were doing studies of 
transmission line radiation effects, it turns out that the liklihood of 
x-ray generation is very small, even at high (eg 480 kv) voltages.  Thus, 
on theoretical grounds, one can determine that the x-ray production would 
be minimal.  Other electromagnetic radiations of the nonionizing type, 
however, are present.  I suggest you consult the literature with respect 
to transmission line radiation bioeffects studies.  I know that a number 
were reported about 10-15 years ago.  In view of the theoretical 
calculations, your results are not surprizing.
