Whether the tritium is detectable or not depends on what the waste is and how
hard you're looking.  As to considering it non-radioactive, 10 CFR 20.2005
specifies disposal of specific wastes.  0.05 uCI of H-3 and C-14 per gram of
medium used for liquid scintillation counting and 0.05 uCi H-3 and C-14 per
gram of animal tissue averaged over the weight of the entire animal.  Sorry,
your waste doesn't fit either of these categories.
