It depends on what form it is in.  .1 uCi/ml in scintillation fluid
is very easily detectable.  In sand, it is a bit more problematic.

Again, "it depends".  It is radioactive, but it might be exempt
from regulatory oversight.  It is above the exempt concentration
limits (3E-2), but is it below the exempt activity (1 mCi)?  If it is
not part of a licensed activity, you can use that.  If it is ground
contamination, it is above the soil contamination limits of 3,000
pCi/gm.  (All values are from Texas Regulations for Control of
Radiation).
