Sorry - but I beg to differ.  I don't see that the public has ANY say!

There are very vocal lobbying groups that CLAIM that THEY speak for the 
people - but of course since THEY are POLITICALLY CORRECT they don't 
consider themselves LOBBYISTS.

Then there are agencies that promulgate regulations based more on knee jerk 
and supposition than science.

And there are of course our "representaives" that have long ago stopped 
representing their constituents and instead do "what THEY think is RIGHT".

Sorry - but the ONLY time the PEOPLE speak is when they vote - and I have 
yet to see ANY EPA regulation put up to a popular vote.

So - you can put it almost any way you want - but NOT claim that the PEOPLE 
are speaking.
