Some further assistance:
EPA has also published the Federal Guidance Report No.12 which gives external
exposure for radionuclides in air, water, and soil. This report gives a dose
coefficient of 4.9E-14 Sv m^3/Bq s for the effective dose from both
radionuclides from submersion. You also may want to curl up with an ICRP 30.
The alternative of course is to "use another code".
The date on this report is 1993, so it may be more recent(?) than the COMPLY
code. If you get hold of this report you could probably ask the author some
questions.
