The NRC issued an information notice IN 94-07 "Solubility Criteria
for Liquid Effluent Releases to Sanitary Sewerage Under the Revised
10 CFR Part 20."  It stated that the CRC handbook could be used to
determine solubilty if the chemical form of the release was known.
Or, the ASTM D1888-78 method " Standard Test Methods for Particulates
and Dissolved Matter, Solids, or Residue in Water" could be used. The
latter refers to "the use of either a membrane filter that will
remove all particles over 0.45 um in size or an asbestos fiber medium
in a Gooch crucible. However unless otherwise specified ... the use
of the membrane filter shall be assumed"

This might be at least part of the answer.
