Note that the manufacturer of the lights may not have a license
to commercially distribute tritium, except as pursuant to their
NRC "E" license.  Selling it to someone with the knowledge that the
material will not be used as intended would probably be a violation
of their "E" license.

I would suggest (A) look very carefully at the NRC licensing
criteria for manufactuing and distribution of exempt products; (B)
look very carefully at the distributor's license; (C) look very
carefully at the authorization of the end user's license; and (D)
look very carefully at the licensing regulations pursuant to Broad
authorization in the recipient's State.  Many people make assumptions
about what their license really authorizes and turn out to be
incorrect.
