Waste charges

We are looking into revising the way we charge investigators regarding
radioactive and hazardous waste disposal both to meet Federal charge-back
guidelines and to stabilize our institutional costs.  One possibility that was
suggested was to add to each radioisotope and hazardous material purchase an
up-front surcharge to cover subsequent waste disposal.  That way the costs
would be built into the purchase rather than collected separately later.  Has
any other college or university tried this approach and if so what kind of
success have you had?  Any suggestions would be appreciated.
