The RSO must have access to the top of the administrative chain. How
that is done is left up to each individual institution, and there are
multiple acceptable methods. The question is: When the RSO needs to
bring something to the top of the chain, how long will it take and
will anyone listen?
Many institutions solve this by having the Radiation Safety Committee
reporting directly to the organization's #1 or #2 person. This is in
addition to administration's representative on the RSC.
Remember, there are two chains: Radiation Safety, and organizational
administration. We don't care who is in charge of making sure the
RSO has office supplies (as long as it works), but we certainly care
that the RSO had administrative support when they need to shut down a
major lab or clinic.
