Restricted Areas (SMTP Id#: 32521) -Rep

As one who provided training to all the NRC regions 
materials staff on Part 20 issues, I would ask you to 
take another look at the regulations.  Controlled 
areas can be used at ANY facility; materials or 
reactors.  The controlled area is defined (in 
Section 20.1001) as "an area outside of a restricted 
area, but inside the site boundary, access to which 
can be limited by the licensee for any reason."

There may have been another reason why the RIII 
materials inspection chief suggested that an area 
be called something other than a controlled area, 
but not for the reasons stated in your RADSAFE message.  
We do have some NRC materials licensees that use the 
definition for their specific facility... Licensees 
have the choice to use this "controlled area" 
definition; it is not required.
