Should RSC approve x-ray research?

Does your State allow x-ray research and under what conditions?

Many States restrict research use and only allow it under the
review of an RSC.

Is your IRB assuming the responsibility for assessing radiation
risk and appropriateness of use if the RSC is not review these
protocols?

If there is an incident related with radiation and one of these
protocols, who is giong to be held accountable?  I'll bet the RSC.
