          DISCONTINUANCE OF ROUTINE WHOLE BODY COUNTS

Tests were performed to determine the capability of the personnel 
contamination monitors (PCMs) and portal monitors PM7s) for detecting
an intake of radioactive material of at least 1% of an Annual Limit
on Intake (ALI).  These tests concluded that the monitors will 
effectively detect intake levels of at least 1% of an ALI.  

In accordance with 10CFR20.1502(b)(1), monitoring (whole body 
counting) is NOT required if workers are not expected to exceed 10% 
of an ALI.  A prospective assessment performed prior to implementing 
the revised 10CFR20 documents that it is unlikely that anyone at W3 
will exceed 10% of an ALI.  Use of the PCMs and PM7s as passive whole
body counters will provide a continuous validation process for the 
prospective assessment.  If a individual can clear through these 
monitors, it can be concluded that internal monitoring (whole body 
counting) is not required.  If an individual cannot clear the 
personnel contamination monitors, a whole body count will be used to 
quantify the internal intake.

Based on the above, procedure changes are being made to eliminate 
routine (annual) whole body counts.  Additionally, entrance and exit 
whole body counts will also be eliminated.  Whole body counts will 
only be performed for cause (significant intake suspected) and for 
spot checking the validity of the passive whole body counting 
process.

This process change will save significant time and money especially
during outages.  Whole body counts will no longer be part of outage 
inprocessing or outprocessing assuming workers clear contamination 
monitors.  Additionally, if an individual has facial contamination, 
is subsequently decontaminated and passes the contamination monitors,
there will be no need to perform a whole body count.  This will 
return workers to the job quicker. 

Procedure changes to implement this new passive whole body counting 
process will be completed in time to support refueling inprocessing.
