In response to Dale's questions on Barnwell:
The SE compact is the only compact that allows a member state to withdraw
simply by deciding to withdraw. There is no other approval required.
There is likely to be some legal challenge if SC attempts to exclude NC
waste. Legal council indicates that they can not.
The legislation passed in SC allows the state to negotiate a new compact
if it is ever signed into law and SC withdraws from the SEEC.
The Barnwell site has over 2000 acres and has a great number of acres
remaining for disposal sites. However, all the legislation in SC has
insisted that the site will be close within 10 years. This period seems
to match well with the capacity of the opened and permitted areas.
