I can't resist the invitation.  The thing that has led to the NRC 
revising its release criteria for the sanitary sewer is simply a 
response to some just criticism in relation to the Columbus, Ohio 
problem.  One of the big problems I see with the way the NRC conducts 
business is that they perform very few confirmatory surveys.  I 
recommend to our inspectors that if a licensees license requires him 
to perform periodic surveys, ambient gamma, wipe, soil, water, 
whatever, then the inspector should also perform these surveys.  If 
it requires extra time and effort then take it and make it.  I don't 
know all the details surrounding the contamimated sewer sludge at 
Columbus, but in my readings I did not see any reference to samples 
taken by the regional inspectors which verified the licensees 
calculations or measurements.  Perhaps one of the NRC can fill all of 
us in on details.  However, my experience is that where there are 
real problems, not only has the licensee not been doing what he 
needs, but the regulatory authority has also dropped the ball!  I 
think this observation extends beyond the NRC and agreement states to 
all regulatory endeavors.  " Any comments?"
