The ALI is a calculated quantity based on Intake (ie., all which is inhaled or
ingested).
As I remember, ICRP 54 gives a nice overall summary of the terminolgy.

A few side notes. 
1) for typical assumptions, a 1 um AMAD particle size is assumed which
corresponds to a 63% retention, not 68%.

2) the ALI may be based on the Stochastic ALI (SALI) or the Non-stochastic ALI
(NALI) whichever is more limiting.  The SALI results in the 5000 mrem CEDE
whereas the NALI results in a CDE of 50,000 mrem to an organ.  Ken Skrable at
UMASS-Lowell does a nice song and dance along these lines, just ask him at the
HPS meeting.

3) both the the ICRP and NRC rounded off there ALI's so don't be surprised if
your calculated values don't match up exactly.
