If your purpose is radiation protection then these predictive upper limits,
are uesful.  Know what the maximum possible risk is and then, if you choose
to avoid the exposure--do it.  But don't claim you are saving lives.  The
people climbing around making the measurements are probably at higher risk
of actual harm.

If your purpose is real estimation of actual harm.  Use Cohen's
epidemiological data or the CDC epidemiological data for which there is no
proof of real harm.  Then cite the Beagle data which indicates the same
thing for low level exposures and let congress, the courts and the public
dicide for themselves if there is any real reason to mitigate further.
