Certrec Corp in Arlington TX has at least some NUREGs, CFRs, NRC
stuff (e.g. Reg Guides), state regs etc. on CD

I am pretty sure, the Government Printing Office provides some
documents (i.e. regs) on CD. Call (202) 342 5000
