Shipments of ram outside of the U.S. generally need to meet the
requirements of the U.S. DOT, IATA, IAEA and the country or countries
that they are being shipped to. Fortunately, many of the countries
outside the US use IATA.
A point of concern that you need to address is to make sure that the
country that you ship it to, is ok with that. Many other countries
are much more concerned with the control of RAM than the US (believe
it or not).
There are also some export limits to different countries for different
materials, but that changes regularly depending on who the current
'enemies' of the US are.

What are the additional shipping requirements for shipments of RAM to
locations outside the us.?
