     To U.S. Radiation Scientists:
     A notice of competitive financial assistance solicitation for the DOE 
     Radiation Health Effects Fellowship Program was published in the 
     FEDERAL REGISTER on Sept. 20th.  The purpose of the program is to 
     foster human health effects studies in the international and national 
     programs of the DOE and create a U.S. center of excellence for 
     radiation sciences.  If you are not able to obtain a copy of the
