10CFR20.1003 says the TEDE means the sum of the deep-dose equivalent (for
external exposures) and the committed effective dose equivalent (for
internal exposures).

Deep-dose equivalent is the dose equivalent at tissue depth of 1 cm

Also shallow dose applies to skin and extremities.

I would say, IMHO, that deep dose doesn't apply to the fingers, hence it is
not to be included in the TEDE.

I'm curious as to what others have to say.
