Pure beta emitters of the energy of P-32 generate considerable amounts of
Bremstrahlung, a portion of which will be hard enough to penetrate to a
depth of 1 cm in tissue.  If the only targets around are low Z materials
such as skin and air, the amount of deep dose may be trivial compared to the
shallow dose to skin, but present nonetheless.
