ANSI N13.1 is in the process of being revised, and the folks at the
Inhalation Toxicology Research Institute (Mark Hoover and George Newton,
in particular) may have some beneficial light to shed on your isokinetic
sampling predicament.  Specifically, some new, less complex probe
designs have been developed that will satisfy ANSI N13.1 and NESHAP
