Albert,

In response to your request, a reference for most of your questions would
be NUREG-1400, "Air Sampling in the Workplace," USNRC, Sep 93. 
Another reference is Reg Guide 8.25 (USNRC).

As for your specific questions, there is no pat answer to each concern. 
Your approach to these situations is dependent on the presence and extent
of your engineered controls and the source characteristics.  With that said,
NUREG-1400 utilizes a semi-empirical approach to determine the "potential
intake."  It is based on the release fraction and dispersibility of the
substance and the degree of confinement instituted in the workplace
environment.
