        DENVER - A cargo of mildly radioactive material has been sitting
        in a truck in a parking lot since 1983, and the shipping company
        and the state can't get rid of it.


This isn't a case of failing bureaucracy, it's a case of nobody wanting to
pay for somebody else's mess.  It's the hidden costs of business which
entrepreneurs don't want to deal with that are making a mess.

Just as licensees now have to have a decomissioning fund, companies like
the above should have funds to clean up their mess.
