As a partial solution, you might try NMMSS Report D-3: Directory of Reporting 
Identification Symbols (RIS). It lists contacts (usually the RSO), addresses, 
phone numbers, and license numbers of federal and agreement state licensees 
authorized to possess SNM. It is available free from:
