     While it is true that there is no one section that contains all of the 
     Reg Guides, there is a section in the Fedworld FTP using search that 
     does have an area with some of the current Reg Guides(proposed for 
     comment) and some of the older ones. Unfortunately, there was nothing 
     regarding 4.13 though.  You can check the search out using this 
     address:
