Low dose response

To the Radsafe Community:

Spalding, Thomas, &Tietjen have shown that the life span of mice is
lengthened by exposure to low doses and dose-rates of radiation (1).

Presumably their results are not subject to the "Ecological Fallacy".

Mice and other laboratory animals are used to officially determine toxic
effects of other suspected mutagens; and their response to such is the basis
for governmental regulation of the mutagens.

Why is the data from this experiment not used as a basis for regulation of
human exposure to radiation?
